The JIRA plugin should post messages either as a "JIRA" bot user, or as the user who triggered the notification in JIRA.

Also can this integration be able to link to JIRA issues mentioned in chat and have it show a preview of the ticket, just like Hipchat?

We need notifications for more Jira events than just create/resolve/close. Examples: comment update, assignee change and update to our custom status.

Are there any plans to continue the work in MM-8504? The last time it was updated was Oct. 1st.

Support for all events and some flexibility in defining which ones should be posted to MM would be lovely.

Since HipChat is very buggy it would be nice to have Mattermost fully replace HipChat. That means that the current(beta) integration needs to be expanded to provide at least notifications for comments: craeted, updated and deleted.
In that way you can get important notifications when you have urgent issues.
