this is a correct assumption. May not necessarily be a dedicated button but like in Slack there is a "/hangouts" command that creates the google hangouts meeting and publishes the details.

This is not particularly detailed, but I am guessing that it is a request to provide a Google Meet equivalent to the functionality in the official Zoom and Skype4Business plugins:

to let you start a Google Meet (voice, video etc) from within a one to one or group chat, which is something we would also like.
